He was arrested at 3pm on Monday afternoon for allegedly defiling his 17-year-old cousin from Layibi Go Down parish in Layibi Division in Gulu municipality.
Oweka was detained at Gulu Bus Park Police Post as officers carried out investigations.
However, at about 7pm, he was found hanging lifeless.
Aswa region police spokesperson Jimmy Patrick Okema confirmed the incident on Tuesday, saying the deceased used his trouser to hang himself.
“We highly believe that the suspect committed suicide to escape shame since he was arrested for defiling his cousin,” Mr Okema said.
He also noted that the deceased was the only suspect in the police cell by the time he committed suicide.
Mr Okema said the incident was a rare case considering that when a suspect is being detained, police officers normally remove their belts and shirts to avoid such scenarios but added that they will treat other cases with caution.
By press time, the deceased’s body was still lying at Gulu Regional Referral Hospital morgue awaiting a postmortem test before it is handed to his relatives for burial.
